Position Summary
Carver Federal Savings Bank is recruiting for an HR Manager/ Business Partner who will be responsible for a broad range of day-to-day generalist activities.  This position will support the Bank's employee population across all divisions. The HR Manager/ Business Partner will oversee Employee Relations, Performance Management, Coaching, Compensation, Organizational Development and Change Management.  The individual will serve as the deputy to the Chief HR Officer of the Bank.

Responsibilities
 
  • Deputy to the Bank's Chief Human Resources Officer.
  • Provide frontline HR generalist support for employee population of approximately 150 employees.
  • Partner with the CHRO on the execution of the annual compensation process, including merit and bonus.
  • Partner with HR/Payroll Administrator to ensure seamless HR support for the Bank.
  • Execute employee survey.
  • Provide immediate counseling to employees and managers regarding employee relations issues and all HR related inquiries, including but not limited to policies interpretation, benefits, issue resolution and performance management strategy.
  • Oversee training and development initiatives.
  • Work closely with management and employees to improve work relationships, build morale and increase productivity.
  • Provide advice and recommendations on overall human resources management strategy.
  • Produce metrics and reports and analyze trends and provide feedback to help improve overall retention.
  • Manage recruitment process by working closely with hiring managers, recruiters to facilitate sourcing, screening, testing and interviewing of candidates.
  • Conducting new hire orientation sessions and facilitate on-boarding procedures.
  • Insure company policies comply with federal and state regulations.
  • Partner with the Bank’s business leaders and legal counsel to address issues and employee relations matters to support Carver’s retention efforts and mitigate attrition.
  • Works with legal counsel in the management and representation of the Bank in employment-related legal disputes.
  • Protect the organization by insuring labor regulatory compliance including but not limited to: updated employee handbooks; policy documentation and distribution; progressive discipline; lawful termination; re-employment; and basic safety/risk compliance.
  • Spearhead Human Resources initiatives (i.e. internal mobility, organization structure, AA and Empowerment Zone filing).
  • Represent the Human Resources Department on various internal committees (Risk management, Branch Managers and Assistance Branch Manager meetings).
  • Ensure integrity and compliance of Human Resources data and files: audit controls for change status report, overtime report, internal mobility reports, and processing of termination: (employee letter, manager’s approval, creates termination paperwork).
  • Participate in designing and developing new HR programs – Plum benefits, flu clinic, etc.
  • Manage HR’s third party vendor relationships (ADP –PEO, staffing agencies and their cost structure, the Bank’s equity, pension and 401k vendors).
  • Manage Carver’s summer internship program.
  • Develop and execute special project meant to meet departmental and/or business needs.
Skills and Knowledge
 
  • BA/BS degree in Human Resources / Banking
  • Minimum of 10 years experience in Human Resources as a Manager with strong banking background
  • Experience with handling employee relations issues, recruitment, organizational effectiveness, on and off boarding of employees, HR policy and procedure management, consultation and coaching of employees and management, process improvement and having an over strategic HR focus.
  • Demonstrated ability working in the HR function within a fast moving, hand-on, professional environment.
  • Knowledge and experience implementing HR personnel law compliance practices and policies.
  • Ability to work autonomously.
  • Able to establish a high level of trust and credibility in the organization.
  • Strong leadership.
  • Flexibility and time management ability to adapt to changing priorities and multiple tasks.
  • Excellent verbal communication, interpersonal and problem-solving skills with the ability to interface at all levels of management and staff.
  • Ability to assess talent.
  • Team oriented.
  • Strong computer skills: Microsoft Excel, Word and PowerPoint, HRIS and other applicable HR system experience preferred
  • Strong relationships within the New York City financial community preferred
  • Advanced  knowledge of Wingspan related to employees' performance appraisal
